2) Which airline given the best price from Btm airport to JKT.

Yes it's much cheaper flying via Btm to Jkt compared to Sg.
Normally a 2 way flight Btm - Jkt - Btm will coat around Rp.700-800k.
Almost all domestic airlines offer good price, but you'll have to book early, say min 3 days before flying....

My prefered air lines are Air Asia, Lion and Garuda, all have daily flights to Jkt.
